Can I make my trademark all capital letters instead of a mix of lower and upper case?

Yes, but it makes essentially no difference to the registration outcome. You can submit the application in all caps, mixed case, or any other capitalization; the examiner treats all variations of the same text as equivalent. File the mark as you actually use it commercially for the most accurate record.
