Can I reapply for free if my trademark is dismissed?

No. If a trademark application is refused, a new application must be filed and new fees paid. The fees from the original application are non-refundable and do not carry over.

Before reapplying, it is worth addressing the reason for the original refusal: adjusting the mark, narrowing the goods and services list, or gathering evidence of acquired distinctiveness, depending on what caused the refusal. Filing again without addressing the underlying issue is likely to produce the same result.
