Can we register a US trademark if our company is based outside the US?

Yes. Any company or individual can register a trademark with the USPTO regardless of where they are based. The company does not need to be incorporated in the US.

Companies and individuals domiciled outside the US are required by law to appoint a licensed US attorney to represent them before the USPTO. The attorney manages all USPTO correspondence on the company's behalf; the trademark is registered in the company's name.
