A US Counsel Missing office action means the USPTO has identified that the applicant is domiciled outside the United States and has not appointed a licensed US attorney as required. Since 2019, the USPTO requires all foreign-domiciled trademark applicants and registrants to be represented by a licensed US attorney in all matters before the USPTO.

The resolution is straightforward: appoint a licensed US attorney and update the application to list their details. Once a qualified US attorney is appointed and their bar information is provided in the response, the office action is resolved and the application proceeds.
