Any individual or legal entity can register a trademark. There is no requirement to be a company, to hold a business license, or to be actively trading at the time of application in most jurisdictions.

Local applicants (citizens or residents filing in their home jurisdiction) can generally file independently. Foreign applicants are required to appoint a local representative in some jurisdictions, including the US and EU.
