Yes. Any individual or legal entity can apply for a trademark, regardless of size or commercial status. There is no minimum trading history required and no requirement to be incorporated.

The only practical constraint for some applicants is representation: in certain jurisdictions, including the US and EU, foreign applicants are required to appoint a local representative to file on their behalf.
