If I register for a trademark in the USA, can someone else register the same name in the UK and still distribute the same item as myself?

Yes, if you’re unprotected in the UK, someone else can step in and register your brand with the UKIPO. Trademarks are jurisdiction-specific, so your rights in one country don’t equal the same rights in another.

To prevent this, register the trademark in the UK. If you filed the US application less than six months ago, you can claim Paris Convention priority and use the US filing date as the priority date in the UK.
