No. Norway is not an EU member state, so an EU trademark does not extend to Norway. Separate trademark protection in Norway requires an application with the Norwegian Industrial Property Office (Patentstyret).

One practical note: Norwegian companies and individuals can file EU trademark applications without needing a legal representative, since Norway is part of the European Economic Area (EEA). This is an exception to the general rule that non-EU/EEA applicants must appoint an authorized EU/EEA-based representative before the EUIPO.
